摘 要:目的构建医疗行业服务阵地“职工小家”的评价指标体系,为“职工小家”的运行和评价提供可量化依据。方法基于文献研究和实践工作,选取北京市政府机构、央属及北京市属三级甲等医院、“职工小家”相关管理者共18名专家进行两轮函询。采用德尔菲函询法研究专家积极系数、权威程度和协调程度,并利用层次分析法对评价指标赋予权重,构建“职工小家”评价指标体系。结果在两轮函询专家意见的基础上确定2个一级指标、8个二级指标及34个评价细则。在专家两轮函询中,专家的权威系数均为0.874,肯德尔和谐系数分别为0.285和0.269,积极系数均为100%,协调性较好;问卷整体的一致性较好,具有可信度。“职工小家”评价指标体系中硬件建设和软件建设权重分别为0.167和0.833,提示“职工小家”的内涵建设相对更重要。结论本研究通过两轮专家咨询,构建一套覆盖面广、针对性较强及可靠性高的“职工之家”评价指标体系,有利于提升公立医院“职工小家”的内部管理和工会建设水平,为公立医院开展“职工小家”评价工作提供参考。Objective To construct of the evaluation index system of“staff home”service base in the medical industry,so as to provide quantifiable basis for operation and evaluation of“staff home”.Methods On the basis of literature research and practical work,18 experts from Beijing municipal government agencies,third-level A hospitals under the central government and Beijing municipal government,and relevant managers of“staff home”were selected for two rounds of correspondence consultation.The positive coefficient,authority degree,and coordination degree of experts were studied by Delphi correspondence method,and the evaluation indicators were weighted by analytic hierarchy process,the evaluation index system of“staff home”was constructed.Results On the basis of two rounds of correspondence with experts,2 first-level indicators,8 second-level indicators,and 34 evaluation rules were determined.In the two rounds of expert consultation,the authority coefficient of experts was 0.874,and the Kendall harmony coefficient were 0.285 and 0.269,respectively,and the positive coefficient was 100%,indicating good coordination.The overall consistency of the questionnaire was good and had credibility.The weights of hardware construction and software construction indexes of the evaluation index system of“staff home”were 0.167 and 0.833,respectively,indicating that the connotation construction of“staff home”was relatively more important.Conclusion Through two rounds of expert consultation,this study constructs a set of evaluation index system of“staff home”with wide coverage,strong pertinence,and high reliability,which is conducive to improving the internal management and union construction level of“staff home”in public hospitals,and provides a reference for the evaluation of“staff home”in public hospitals.
