摘　　要：理论在制度变迁中具有导向作用。村务监督委员会制度是在民主自治理论指导下创新的农村基层民主监督制度,在实践中呈现较强生命力。全过程人民民主理论提出后,迅即被确立为新时代中国民主政治建设的指导理论,意味着需要以全过程人民民主引领新时代村务监督委员会制度的新认识、新发展。从全过程人民民主视角审视,村务监督委员会制度具有重要的民主价值和制度优势,但存在监督主体不够广泛、监督对象不够全面、监督程序不够系统等局限,离全方位、全覆盖、全链条民主监督尚有差距。应当以全过程人民民主为取向推动村务监督委员会制度再创新,坚持以“村民”为中心,重构新时代村务监督委员会制度;坚持全覆盖、全链条原则,拓展村务监督委员会的监督工作。Theory plays a guiding role in institutional change.The village affairs supervision committee system is an innovative rural grassroots democratic supervision system guided by democratic autonomy theory,and it has shown strong vitality in practice.After the proposal of the theory of whole-process people's democracy,it was quickly established as the guiding theory for the construction of democratic politics in the new era in China,which means that it is necessary to guide the new understanding and development of the village affairs supervision commitee system in the new era with whole-process people's democracy.From the perspective of whole-process people's democracy,the village affairs supervision committee system has important democratic value and institutional advantages,but it also has limitations such as insufficient breadth of supervision subjects,incomplete coverage of supervision objects and lack of systematic supervision procedures,there is still a gap from allround,full coverage and full-chain democratic supervision.Therefore,it is necessary to promote the re-innovation of the vllage affairs supervision commitee system oriented toward whole-process people's democracy,adhere to the"villagers"as the center,and reconstruct the village affairs supervision committee system in the new era;adhere to the principles of all-round,full coverage and full-chain,and expand the supervision work of the village affairs supervision committee.
