摘 要:在国家治理能力与治理体系现代化,国土空间规划体系向详细规划编制管理逐级深化的双重导向下,以实用性村庄规划为载体的村庄管控体系搭建,逐渐成为实现村庄地区全域全要素空间用途管制的重要措施。文中阐述了当前村庄管控在管控基础、层级、内容、方法等方面存在的问题。通过层次分析等方法,以黑龙江省某乡镇为案例进行具体管控实践,最终建立起以空间分级、指标要素、分类细化为核心的村庄空间管控综合体系。Under the dual guidance of modernizing national governance capabilities and systems,as well as the gradual deepening of land spatial planning towards detailed planning management,the establishment of a practical village planning framework has become an important measure for comprehensive spatial usage regulation in village areas.This paper discusses existing issues in current village management regarding control foundations,hierarchy,content,and methods.Using hierarchical analysis and taking a town in Heilongjiang province as a case study,the paper details specific management practices and ultimately establishes a comprehensive village spatial management system centered on spatial classification,indicator elements,and detailed categorization.
