摘  要:本科教学评估政策是见证本科教学评估历史变迁的重要“窗口”,深入研究其制定及演化过程有助于识别决策节点、利益相关主体以及外部环境变化对政策的影响,以揭示政策复杂性变迁背后的动因。基于间断均衡理论,对我国本科教学评估政策进行梳理,将其变迁历程划分为五个阶段,分别是“政府单一主导导向”政策图景下的试点阶段、“社会力量参与导向”政策图景下的规范阶段、“强化质量保障导向”政策图景下的系统阶段、“管办评分离导向”政策图景下的强化阶段、“德育特色凸显导向”政策图景下的提质阶段。进而总结归纳出我国本科教学评估政策变迁的内在机制,即宏观政治系统的注意力分配、焦点事件助推政策变迁走向、政策图景潜在影响演变历程以不同的作用机制影响我国本科教学评估政策的变迁。Undergraduate teaching evaluation policy is an important"window"to witness the historical changes of undergraduate teaching evaluation.In-depth study of its formulation and evolution process is helpful to identify decision-making nodes,stakeholders and the influence of external environment changes on policies,so as to reveal the motivation behind the complexity changes of policies.Based on the Punctuated Equilibrium Theory,this study sorted out the undergraduate teaching evaluation policy in China and divided its evolution into five stages.They are the pilot stage under the policy picture of"government single leading orientation",the normative stage under the policy picture of"social force participation orientation",the system stage under the policy picture of"strengthening quality assurance orientation",the strengthening stage under the policy picture of"separation of management,operation and evaluation",and the quality improvement stage under the policy picture of"moral education characteristics highlight orientation".Then,the paper summarizes the internal mechanism of the change of undergraduate teaching evaluation policy in China,that is,the attention distribution of macro political system,the focus events boosting the direction of policy change,and the potential influence evolution of policy picture affect the change of undergraduate teaching evaluation policy in China with different mechanisms.
