摘　　要：我国人口规模巨大的基本国情与人口零增长的现状并存,人口年龄结构正处于人口红利向人才红利转变的关键点。如何将人口红利转化为人才红利,使其成为推动经济高质量发展的引擎,是现代化赋予高等教育的时代重任。为此,需要在现代性语境下厘清高等教育人才红利回归人本身高质量发展的内涵;从素质教育在高等教育语境与实施中缺乏科学合理的认知与评价、高等教育的人力资本结构存在单一片面化现象两个方面,认识高等教育释放人才红利遇到的挑战;从而确立坚持立德树人构建高等素质教育体系,加强高等教育强国建设制定科学合理的高等教育人口高质量发展战略,坚持内涵式高质量发展协调高等教育人力资源分布与产业分布的人才红利实现路径,助推中国式现代化与中华民族伟大复兴的实现。The basic national condition of China with a huge population size coexists with the current situation of zero population growth,and the age structure of the population is at a key point of transforming from a demographic dividend to a talent dividend.How to transform the demographic dividend into a talent dividend,making it an engine for promoting high-quality economic development,is the important task entrusted to higher education by modernization.Therefore,it is necessary to clarify the connotation of the return of higher education talent dividends to humanistic and high-quality development in the context of modernity;Furthermore,we can understand the challenges faced by releasing talent dividends in higher education from two aspects:the lack of scientific and reasonable understanding and evaluation of quality education in the context and implementation of higher education,and the existence of a single and one-sided human capital structure in higher education,so as to establish a higher quality education system that adheres to the principle of morality and talent cultivation,strengthen the construction of a powerful country in higher education,formulate a scientific and reasonable high-quality development strategy for the population of higher education,adhere to the path of realizing talent dividends that integrates the distribution of human resources and industries in higher education with the connotation of high-quality development,and promote the realization of Chinese path to modernization and the great rejuvenation of the Chinese nation.
