基于辅助信息监督的综合评价及其在市场治理中的应用

摘　　要：针对现有综合评价方法缺乏标签信息指导指标赋权以及评价结果优劣难以评估的问题,本文提出基于辅助信息监督的综合评价方法,引入辅助信息指导指标的客观赋权,将传统的无监督综合评价方法转变为一种有监督的综合评价方法,充分利用辅助信息来提升评价结果的合理性和科学性。本文通过数值模拟证实了基于辅助信息监督的综合评价方法的有效性。最后,将该方法应用到我国的市场治理综合评价中,从市场治理投入和市场治理产出两个维度构建了由4个一级指标和7个二级指标构成的市场治理综合评价指标体系,利用营商环境评价结果作为辅助信息,对市场治理评价指标进行赋权,并对我国31个省份的市场治理进行综合评价。To solve the problem that the existing comprehensive evaluation methods lack label information guiding weight estimation and that the evaluation results are difficult to judge,this paper proposes an auxiliary information supervised comprehensive evaluation method,introduces auxiliary information to guide weight estimation and transforms the traditional unsupervised comprehensive evaluation method into a supervised comprehensive evaluation method,making full use of auxiliary information to improve the rationality and accuracy of evaluation results.The effectiveness of the proposed method is verified by numerical simulation.Finally,this method is applied to the comprehensive evaluation of market governance in China,and a comprehensive evaluation index system of market governance consisting of 4 primary indexes and 7 secondary indexes is constructed from the perspectives of input and.output of market governance.The evaluation index of market governance is weighted by the business environment evaluation auxiliary information,and used to comprehensively evaluate the market governanceof31 provinces of China.
