打造中欧班列陆上丝绸之路的重要干线——以中哈克塔阿国际通道为例

摘　　要：随着“一带一路”建设不断推进,我国与欧洲及沿线国家的经贸往来发展迅速,物流需求旺盛,贸易通道和贸易方式不断丰富和完善,为中欧班列带来了难得的发展机遇,也对中欧班列建设提出了新的更高要求。但中欧班列仍处于发展初期,还存在综合运输成本偏高、无序竞争时有发生、供需对接不充分、通关便利化有待提升,以及沿线交通基础设施和配套服务支撑能力不足等问题,迫切需要加以规范和发展完善。克塔阿国际通道全称为克拉玛依—塔城—阿亚古兹国际通道,是我国与欧洲联系的最为便捷的通道,具有通过路径较短、经过国家较少、在途时间较短和运输成本较低等优势,能够扩大亚欧之间陆路运输规模,增进亚欧间经济贸易往来。我国与哈萨克斯坦东北部和俄罗斯中部地区有着很强的经济、技术和产业互补性。克塔阿国际通道能够促进双边生产要素的流动,加强国际间的经济技术合作,助推区域经济转型升级,推动区域一体化。克塔阿国际通道是中亚各国与东北亚各国联系的捷径,将加强中亚与东北亚地区之间的经济合作和贸易往来,有利于促进我国与周边国家睦邻友好、互利合作关系的深入发展。With the continuous advancement of the Belt and Road Initiative,the economic and trade exchanges between China and Europe and countries involved in the Belt and Road are developing rapidly.The logistics demand is booming,and the trade channels and trade modes are constantly enriched and improved,which bring development opportunities for China-Europe Railway Express,and also put forward new and higher requirements for the construction of CRE.However,CRE are still in the early stage of development.Some problems still exist,such as higher comprehensive transportation costs,disorderly competition,inadequate supply and demand connection,customs clearance facilitation,and insufficient support capacity of transportation infrastructure and supporting services along the Belt and the Road,which urgently need to be standardized,developed and improved.The Karamay-Tacheng-Ayagoz International Corridor is the most convenient corridor connecting China and Europe with the advantages of shorter routes,less countries along the routes,shorter transit time and lower transportation cost.It can expand the scale of land transportation between Asia and Europe,and enhance the economic and trade exchanges between Asia and Europe.China has strong complementarity in terms of economy,technology and industry with the northeastern part of Kazakhstan and the central part of Russia.Karamay-Tacheng-Ayagoz International Corridor will facilitate the flow of bilateral production factors,strengthen international economic and technological cooperation,boost transformation and upgrading of regional economy,and push forward regional integration.The Karamay-Tacheng-Ayagoz International Corridor is a shortcut for Central Asian countries and northeast Asian countries.It will strengthen economic cooperation and trade exchanges between Central Asia and Northeast Asia and promote the in-depth development of good neighborliness and mutually beneficial cooperation between China and neighboring countries.
