从简约走向复合:“国家-社会”关系视域下民俗体育治理形态的嬗变——基于湘西古镇传统龙舟活动的个案调查

摘　　要：理解和顺应民俗体育治理形态的嬗变是提升民俗体育治理体系和治理能力的重要议题。湘西古镇龙舟活动的个案研究表明,在外部推动与内生发展的双重作用之下中国民俗体育治理形态经历了从简约到复合的转变。这一转变过程中,多元主体的积极参与,逐渐形成了互动共赢的治理格局;多元规则的交互运用,维护和促进了民俗体育治理秩序的良性发展;行政、市场和自治的共同作用,衍生了协同互补的复合治理机制;主体间的互惠与治理规则的兼容,成为复合治理得以形成并持续的长效机制。民俗体育治理形态转变及其内在机制的揭示,对提升民俗体育治理效能、推动民俗体育与社会的融合发展具有实践指导意义。To understand and adapt to the evolution of the governance form of folk sports is an important issue to improve the governance system and ability of folk sports.The case study on dragon boat activities in Ancient Town of Xiangxi shows that the governance form of Chinese folk sports has undergone a transformation from“Streamlined”to“compound”under the dual role of external promotion and internal development.During the transformation,the active participation of multiple subjects has gradually formed an interactive and win-win governance pattern;The interactive application of multiple rules maintains and promotes the healthy development of the governance order of folk sports.The combination of administration,market and autonomy brings about a compound governance mechanism of synergy and complementarity.The mutual benefit between subjects and the compatibility of governance rules have become the long-term mechanism for the formation and continuation of compound governance.The transformation of the governance form of folk sports and the revelation of its internal mechanism have practical guiding significance for improving the governance efficiency of folk sports and promoting its development and integration with society.
