数字经济对地方政府治理能力影响机制研究

摘　　要：数字经济为提升政府治理能力提供了重要支撑,是推动国家治理体系和治理能力现代化的关键力量。本文以数字治理理论为逻辑起点,试图解释数字经济对地方政府治理能力的影响机制,基于2011~2021年我国30个省级面板数据,探究数字经济对于地方政府治理能力的影响,并进一步考察信息化发展水平、技术创新氛围的调节作用和地区异质性。研究结果发现:数字经济能够显著提升地方政府治理能力,且在信息化发展水平或技术创新氛围较好地区,作用效果更为显著。地区异质性分析表明,相较于中西部地区,数字经济对地方政府治理能力的提升效果在东部地区更为显著。本研究从数字经济实践出发,为提高地方政府治理能力,实现“数字+治理能力”提供理论依据和决策参考。The digital economy provides critical support for enhancing the governance capacity of local governments.It is a key force in promoting the modernization of the national governance system and governance capacity.With digital governance theory,this paper explains the impact mechanism of the digital economy on the governance capacity of local governments.Based on panel data from 30 provinces in China from 2011 to 2021,this study explores the impact of the digital economy on the governance capacity of local governments and further examines the moderating effects of informatization development level,technological innovation atmosphere,and regional heterogeneity.The results indicate that the digital economy significantly improves the governance capacity of local governments,with more pronounced effects in regions with higher levels of informatization development or technological innovation atmosphere.Regional heterogeneity analysis shows that,compared to central and western regions,the digital economy has a more significant effect on enhancing local government governance capacity in eastern regions.With the practice of the digital economy,this study provides a theoretical basis and decision-making reference for improving local government governance capacity and achieving“digital+governance capacity”.
