摘 要:瑞士凭借其独特的政治立场,赢得了世界的尊重与赞誉,还通过开放与创新,建设成为小而强的经济体。本文采用前期研究成果——国际开放创新指数,系统分析瑞士开放创新的全球位势和主要表现,然后参照指数结果,进一步剖析表象背后的典型做法。分析表明,瑞士具有良好的制度环境,集聚了全球高端创新资源,并转化为具有较高国际影响力的知识产出和技术产出。主要做法是构建多方位科技外交网络,开展多层次、多渠道人才交流和合作,提升主要高校的创新环境和国际声誉,促进高端产学研合作,探索建立国际科技组织,以及培养输送国际组织人才。本文在此基础上提出相关政策启示。Switzerland won the respect and compliment of the world with its unique political stance and built a small yet strong economy through openness and innovation.The report adopts the previous research results of the International Open Innovation Index to analyze the global ranking and main performance of Switzerland’s open innovation.And this report unveils the related practices and policy.The result shows that Swiss main strength include a favorable institutional environment,gathering global high-level innovation resources,and transforming them into knowledge and technology outputs with high international influence.The main policies include building global diplomatic network,promoting talent exchanges and cooperation,enhancing the innovation environment and international reputation of major universities,promoting high-level industry university research cooperation,exploring to establish of international science and technology organizations,and recommended talents for international organizations.On this basis,policy implications are proposed.
