摘　　要：水利部2021年修编并发布了《水利技术标准体系表》,上海、北京、深圳等各地水务局也均发布了水务行业标准体系文件,为供水企业标准化工作奠定了基础。供水企业把发展的立足点定位在提高质量和效益上,将企业的经验、员工的隐性知识、现行的各级标准等进行收集提炼,形成企业标准体系文件,指导供水企业各项生产工作。通过对供水企业技术标准体系建设现状调查和需求分析,从易于使用的角度提出树状框架体系,并对框架进行说明。通过对企业经营、生产有指导和约束作用的各类国家标准、行业标准、地方标准、团体标准进行归纳统计,以及对没有上位标准但企业自身生产经营又非常需要的标准需求进行梳理,汇总整理形成供水企业技术标准明细表。注重标准制定全流程管理、加强对标准的宣贯培训力度、管控标准执行率等可以使得企业技术标准体系得到完善和提升,并能更好地应用于企业生产,助力供水企业高质量发展。In 2021,“The system table of water technical standard”was revised and published by the Ministry of Water Resources.And water industry standards system documents have been also issued by water authorities in Shanghai,Beijing,Shenzhen and other places,which lays a foundation for the standardization of water supply enterprises.The water supply enterprises focus on improving the quality and benefit,collect and refine the experience of the enterprises,the tacit knowledge of the employees,the current standards and so on to form the standard system document of the enterprises,to guide the production work of water supply enterprises.Based on the investigation and requirement analysis of water supply enterprise technical standard system,the tree frame architecture is put forward and explained from the easy-to-use perspective.By counting all kinds of national standards,industry standards,local standards and group standards that have guiding and restricting effect on enterprise operation and production,sorting out the standards without superior standard but the enterprise’s own production and operation needs,and forming technical standards detailed list of water supply enterprise.That paying attention to the whole process management of standard-setting,strengthen the propaganda and training of standards,control the implementation rate of standards,etc.will improve and enhance the water supply enterprises technical standard system and be better applied to production,which assists the enterprises in achieving high-quality development.
