多元主体参与视角下全民健身公共服务供给的实践困境及优化路径

摘　　要：多元主体参与有利于推动全民健身公共服务供给多元化,促进全民健身公共服务供给均等化,提升全民健身公共服务供给匹配度。然而,多元主体利益诉求的差异,导致各主体在参与全民健身公共服务供给过程中存在实践困境。因此,应明确政府定位,以协调引导多元主体形成供给合力;强化企业社会责任,以激励约束矫正供给目标偏差;重塑社会组织主体地位,以良好伙伴关系拓展供给空间;完善监督机制,以回应诉求吸纳普通公众参与协同供给。真正实现依托多元主体参与推进全民健身公共服务的高质量供给。It is found that multi⁃subject participation is conducive to promoting the diversification of the supply of public services for national fitness,promoting the equalization of the supply of public services for national fitness,and improving the matching degree of public service supply for national fitness.However,the differences in interest demands of multiple subjects lead to practical difficulties in the supply of public services for national fitness.Therefore,the position of the government should be clearly defined in order to coordinate and guide multiple subjects to form a supply force;Strengthen corporate social responsibility to correct supply target deviation with incentives and constraints;Rebuild the main position of social organizations and expand the supply space with good partnership;Improve the supervision mechanism to respond to the demand to absorb the general public to participate in collaborative supply.Truly realize the high⁃quality supply of national fitness public services relying on the participation of multiple subjects.
