摘  要:在能源结构清洁转型的全球共识下,光伏发电产业发展壮大,同步带来光伏组件“退役潮”。退役光伏组件具有环境污染与资源价值的双重属性,需探索形成可持续且环境友好的处置方案。当前国内退役光伏组件回收处置工作尚处于起步阶段,面临回收链条不通畅、经济性差、回收二次污染风险大等现实困难。对此,欧盟国家出台支持性政策框架、采取行政监管措施等经验做法可为我国参考借鉴。同时,在我国“无废城市”建设的契机下,因地制宜开展退役光伏组件等新兴固体废物管理处置工作部署。Under the global consensus of clean energy structure transformation,the development and growth of the photovoltaic power generation industry have brought about a wave of retirement of photovoltaic modules.Retired photovoltaic modules have dual attributes of environmental pollution and resource value,and it is necessary to explore the formation of sustainable and environmentally friendly disposal plans.At present,the recycling and disposal of retired photovoltaic modules in China is still in its infancy,facing practical difficulties such as an unsmooth recycling chain,poor economy,and high risk of secondary pollution during recycling.In this regard,EU countries have introduced supportive policy frameworks and adopted administrative regulatory measures,which can serve as a reference for China.At the same time,taking advantage of the construction of “zero waste cities” in China,efforts are being made to carry out the management and disposal of emerging solid waste such as retired photovoltaic modules according to local conditions.
