清廉文化培育的方法与路径:基于文化形成的分析

摘　　要：清廉文化的形成离不开物质与精神的双重作用,离不开个人与社会的双向互动。在强大政治推力作用下,中国共产党领导的清廉文化建设取得了历史性、革命性和创造性成果,但实践中仍然存在对清廉文化内涵认知片面化、清廉文化创建倾向形式化、活动倾向运动化、建设缺乏广泛性等问题。从人类认知能力演进的起点着眼思考文化发展的过程,我们将清廉文化的形成分为个人直观感受催生再认知进而整合为群体共识、清廉范式经实践得到确定、文化不断传播扩散三个阶段,同时结合清廉文化建设实践,提出了将培养正确认知作为清廉文化形成的基础、将践行作为清廉文化建设的重点、将制度落实作为清廉文化建设的保障的方案来实现清廉之治的目标。The formation of the Clean Culture is inseparable from the dual function of matter and spirit,and the two-way interaction between individuals and society.Under the strong political thrust,the Clean Culture construction led by the CPC has made historic,revolutionary and creative achievements.However,in practice,there are still issues such as a narrow understanding of the connotation,a tendency towards formalization in the establishment,activities becoming more sports-oriented,and a lack of extensiveness in the construction process.Considering the process of the development of culture from the perspective of the starting point of the evolution of human cognitive ability,we divide the formation of the Clean Culture into three stages:individual intuitive feelings inspire re-cognition and this re-cognition is further integrated into a group consensus,the clean and incorruptible paradigm has been confirmed through practice,and the culture continues to spread and diffuse.At the same time,combining with the practice of the Clean Culture construction,we put forward the plan of taking the cultivation of correct cognition as the foundation of the formation of the Clean Culture,taking the practice as the focus of the Clean Culture construction,and taking the implementation of the system as the guarantee of the Clean Culture construction to achieve the goal of the clean and incorruptible governance.
