公共选择理论视域下高校单位制社区更新困境与对策研究

摘　　要：虽然城市更新行动如火如荼地进行,但是单位制社区更新所涉及的集体合作困境和集体行动困境尚未得到充分探索。高校单位制社区作为一种典型,正经历转型与更新。文章从公共选择理论出发,聚焦高校单位制社区,指出其体制转型与演化对社区公共选择的影响,以及在社区共有产权空间中存在的公共选择困境—集体共识困境和集体行动困境;并提出更新中公共选择困境的破解路径,包括解决集体共识困境的“赋权共治、多元主体共享”和“共有产权代理集团的设置”,解决集体行动困境的“外部条件干预”和“精明选择、平衡各方权益”,为其提供公共选择理论视角下路径模式的参考与借鉴。While urban renewal is in full swing,the collective cooperation dilemma and collective action dilemma involved have not been fully explored.University unit-based communities,as a typical kind of them,are currently undergoing transformation and renewal.Starting from public choice theory,this study focuses on university unit-based communities,pointing out the impact of their institutional transformation and evolution on community public choice,as well as the public choice dilemmas-collective consensus dilemma and collective action dilemma-existing in the community common property space.It proposes solutions to the public choice dilemmas in the renewal,including addressing the collective consensus dilemma through“empowerment of common governance and sharing of multiple subjects”and the“setting up of common property rights agent groups”,and resolving collective action dilemma through“intervention of external conditions”and“smart choices and balancing the rights and interests of all parties”,which provide a reference for the renewal of the university unit-based communities from the perspective of the public choice theory.
