多方共赢导向下上海城市更新可持续实施机制研究——以张江水泥厂项目为例

摘　　要：上海从增量开发迈入存量更新时代,可持续成为城市更新的关键词,指向实现社会、经济、生态、文化的协调统一。文章主要关注经济维度的可持续,通过激发市场力量,创新实施模式,保障城市更新长期健康发展。针对具体更新项目实施过程中政府、企业、公众等多元主体的利益诉求难以平衡的问题,文章提出一套以“多方共赢”理念贯穿项目实施全过程的主体协同机制,通过分析案例在实施过程中如何开展主体协同并实现共赢的经验,从技术支撑、平衡路径、组织体系方面提出相关政策建议,以期实现各主体利益的合理再分配,更好地推动城市更新可持续发展。Shanghai has entered the era of stock renewal from incremental development,and sustainability has become the key word for urban renewal,aiming to achieve the harmonized unity of society,economy,ecology,and culture.This article mainly focuses on the sustainability of the economic growth,stimulating market vitality,and innovating the implementation models are important criteria for healthy long-term development of urban renewal.In response to the difficulties on balancing the interests and demands of multiple stakeholders such as the government,enterprises,and the public during the implementation of specific renewal projects,this article offering a new collaboration mechanism that runs through the entire project implementation process with“multi-win”concept.By analyzing the experience of how to carry out subject collaboration and achieve win-win situations in the implementation process of case studies,relevant policy recommendations are further proposed from the aspects of technical support,balance route,and organizational system,in order to achieve a reasonable redistribution of interests among various parties and better promote sustainable development of urban renewal.
