摘　　要：中国城镇化进程迈入新发展阶段,城市成为现代性风险的聚集地。现代性风险的生成与演变呈现出高度复杂性特征,因而呼唤基层政府在城市风险治理中发挥前哨作用。基层政府在国家治理体系中具备联结纵向党政体系和横向基层社会的职能定位,承载着执行国家风险治理政策任务与满足社会公众风险治理需求的双重职能。在城市风险治理实践中,基层政府权责失衡现象时有发生,基层政府的权责关系成为理论关注的焦点。从权责配置结构来看,自上而下的权责配置机制形塑了基层政府的权责关系,权责倒挂成为城市风险治理中基层政府权责失衡的现实样态;从权责运作机制来看,自下而上的风险治理职责要求加剧了城市基层政府的权责失衡状况。城市风险治理的权责配置过程受制于条块关系结构,条块矛盾构成城市基层政府权责失衡的结构性致因。探索城市基层政府权责协同机制建设路径,亟须从树立权责一致原则理念、构建协同型政府组织结构、引导多元主体协同行动三个方面出发,健全风险研判、预警、应对和善后的全周期治理机制,完善从分散走向协同、多方共同参与的风险治理体系,进而全面提升城市基层政府风险治理现代化水平。China's urbanization process has entered a new stage of development,and cities have become the gathering place of modern risks.The generation and evolution of modern risks show highly complex characteristics,which calls for the primary-level government to play a frontline role in urban risk management.In the national governance system,the primary-level government has the functional orientation of integrating the vertical Party and government system and the horizontal primary-level society,carrying the dual functions of implementing the national risk management policy task and meeting the public's risk management needs.In the practice of urban risk management,the imbalance of power and responsibility of the primary-level government frequently occurs,and the relationship between power and responsibility of the primary-level government has become the focus of theoretical attention.From the perspective of power and responsibility allocation structure,the top-down power and responsibility allocation mechanism has shaped the power and responsibility relationship of the primary-level government,and the power and responsibility inversion has become the reality of the imbalance of power and responsibility of the primary-level government in urban risk management.From the perspective of power and responsibility operation mechanism,the bottom-up responsibility requirements of risk governance have intensified the imbalance of power and responsibility of urban primary-level governments.The process of allocation of power and responsibility in urban risk governance is subject to the structure of the relationship between blocks,and the contradiction between blocks constitutes the structural cause of the imbalance of power and responsibility of urban primary-level governments.To explore the construction path of the power and responsibility coordination mechanism of primary-level governments,it is urgent to start from three aspects:establishing the principle of power and responsibility consistency,building a collaborative governmen
