“三新”党建的网格化运行机制及其优化路径

摘　　要：加强新经济组织、新社会组织、新就业群体党的建设,探索行之有效的路径是深入推进新时代党的建设新的伟大工程的必然要求。随着“三新”党建这一全新命题的提出,如何织密党的组织网络,实现纵向到底、横向到边的全覆盖是“三新”党建全覆盖过程中迫切需要解决的问题。政党引领型网格将不同部门的权责统一归口于党建网格之中,形成了“一网多责、一网协同”的布局,为“三新”党建全覆盖提供了好的思路和突破口。面对“三新”党建全覆盖这一重大命题,全国各地探索“三新”党建的网格化运行实践,形成了一些具有可复制、可推广的经验、模式。通过对上海各区“三新”党建实践的综合比对发现,“三新”党建的网格化运行机制涵盖党的领导统筹机制、层层压实责任机制、条块协同联动机制、民主协商议事机制、问题闭环处理机制、数字技术赋能机制等六个方面。探索“三新”党建网格化运行的优化路径,需要立足“三新”党建全覆盖的基本要求以及“三新”党建网格化运行机制的一般原理、基本规律,从以下四个方面寻求突破口和着力点。即,优化人员配备,加强“三新”党建网格化运行的队伍建设;提升网格功能,发挥“三新”党建网格化运行的辐射效应;加强阵地布局,夯实“三新”党建网格化运行的阵地支撑;完善制度保障,提升“三新”党建网格化运行的规范水平。Strengthening the Party building within new economic organizations,new social organizations,and among new employment groups,and exploring effective paths for doing so,is an inevitable requirement for advancing the great new project of Party building in the new era.With the proposition of “Three New” Party building as a novel topic,how to weave a dense network of Party organizations,to achieve comprehensive coverage both vertically and horizontally,has become the primary issue that urgently needs to be addressed in the process of full coverage of “Three New” Party building.On the basis of not changing the existing system of Party and government,the Party-led grid unifies the responsibilities and authorities of different departments under the Party building grid,forming a layout characterized by “multiple responsibilities within one grid and collaborative operations”,providing a good approach and breakthrough point for the full coverage of “Three New” Party building.Facing this significant challenge of full coverage of “Three New” Party building,various regions across China have been competing to explore the practical application of grid-based operation for “Three New” Party building,leading to the development of some replicable and scalable experiences and models.A comprehensive comparison of the “Three New” Party building practices in different districts of Shanghai reveals that the grid-based operational mechanisms for “Three New” Party building encompasses six aspects,including the leadership coordination mechanism,the responsibility implementation mechanism,the sectoral and regional collaboration mechanism,the democratic consultation and deliberation mechanism,the problem-solving closed-loop mechanism,and the digital technology empowerment mechanism.Exploring the optimization paths for the grid-based operation of “Three New” Party building requires grounding in the basic requirements for full coverage of “Three New” Party building,as well as the general principles and fu
