“政府-市场”互构下农村规模性返贫风险如何化解?——基于防返贫保险的思考

摘　　要：防止规模性返贫是巩固拓展脱贫攻坚成果同乡村振兴有效衔接、促进乡村全面振兴的基础与关键。在“政府-市场”互构的视角下,以防返贫保险为案例,采用深度访谈与文本分析的方法,系统分析防止规模性返贫中的行政性路径、市场化路径及其二者融合的作用价值、类型特点、运行逻辑,可以发现,防返贫保险兼具兜底和发展两种功能,主要从政策性支持、项目化运作、市场化赔付、精准性守护四个层面来化解农村规模性返贫风险。不过,防返贫保险的推广也具有一定的条件,包括目标群体的精准识别、风险评估的精细管理、保险产品的合理设计、赔付机制的及时响应,尤其在目标群体数量巨大、财政资金支持不足、市场机制发育不熟的地方,不宜强制推广,否则又会引起新的问题与负担。Preventing large-scale return to poverty is the basis and key for consolidating and expanding the achievements of poverty alleviation with rural revitalization and promoting all-round rural revitalization.This paper uses the perspective of"government-market"interaction,takes the anti-poverty return insurance as a case,and adopts the method of in-depth interview and text analysis to systematically analyze the administrative path,market path and the integration of the two in preventing the scale of return to poverty.The study found that the anti-return to poverty insurance has two functions:having a bottom-line guarantee function and a development function,which mainly solves the risk of large-scale return to poverty in rural areas from four aspects:policy support,project operation,market-oriented compensation and precise protection.However,the promotion of anti-poverty return insurance also has certain conditions,including accurate identification of target groups,risk assessment of fine management,reasonable design of insurance products,compensation mechanism of timely response.Especially when there are a large number of target groups,insufficient financial support and an underdeveloped market mechanism,it should not be forced,otherwise,it will cause new problems and burden.
