摘　　要：目的了解十堰市采供血应急工作现状,为应急工作管理及预案修订提供参考依据。方法采用SWOT分析法对十堰市采供血应急工作现状进行分析。结果十堰市采供血应急管理工作的优势包括无偿献血群众基础好、血液应急预案完备、建立有科学的库存管理程序等;劣势包括人力资源效能发受挥限、启动应急预案高级别响应反应速度受限、缺乏有效的应急供血评估机制、尚未实现全市血液信息联网共享等;机会包括全省血液信息网络建设的推进、与周边血站建立血液联盟、无偿献血志愿服务队的稳定运行等均可促进应急工作能力的提升;威胁包括应对舆情缺乏系统要求、应对地震火灾等严重灾害的应急保障能力不足、供血需求在不断增长等。结论血站决策层应综合考虑各方面的优势、劣势、机会和风险,建立健全体制机制,提高全员素质和风险意识,充分利用社会资源,全方位提升采供血应急工作能力。Objective To understand the current emergency blood collection and supply work in Shiyan City,and provide references for emergency work management and emergency plan revision.Methods The SWOT analysis method was used to analyze the current situation of emergency blood collection and supply work in Shiyan City.Results The strengths of emergency management for blood collection and supply in Shiyan City include a high public awareness of voluntary blood donation,complete blood emergency plans,and scientific inventory management procedures;Weaknesses include limitations in human resource efficiency,limited response speed in initiating high-level emergency plans,a lack of effective emergency blood supply evaluation mechanisms,and a lack of city-wide blood information networking and sharing;Opportunities include the construction of the provincial blood information network,the establishment of blood alliances with surrounding blood stations,and the stable operation of voluntary blood donation service teams,all of which can contribute to emergency blood donation work capabilities;threats include a lack of systematic guidance for public opinion crisis,inadequate emergency response capabilities for serious disasters such as earthquakes and fires,and a growing demand for blood supply.Conclusion The decision level of blood stations should comprehensively consider the strengths,weaknesses,opportunities,and risks in all aspects,establish a sound institutional mechanism,improve the quality and risk awareness of all staff,fully utilize social resources,and comprehensively improve the emergency work ability of blood collection and supply.
