基层矛盾风险多元协同治理体系的建构逻辑与发展面向——基于H省X县的实践分析

摘　　要：提升基层矛盾风险防范化解能力是新时代基层治理的重要课题。多元主体协同治理已成为防范化解基层矛盾风险的路径选择,形成了丰富的治理实践。本文依据协同治理理论构建了基层矛盾风险治理情境下的协同治理分析框架,通过对H省X县实践的分析,总结出基层矛盾风险协同治理过程中呈现出来的四重建构逻辑:起始逻辑、动员逻辑、整合逻辑和保障逻辑。对协同治理体系建构过程中所浮现的问题从协同起点层面、协同动员层面、协同整合层面以及协同保障层面给出在发展面向上的思考。推进基层矛盾风险多元协同治理体系的实践发展,应形成从“被动回应”到“主动应对”的认知,促成“领导重视”与“群众自主”的结合,实现从“单打独斗”到“齐心协力”的转变,并达成“刚性约束”和“柔性塑造”的契合。Improving the ability to prevent and resolve the conflicts and risks at the grassroots level is an important topic of grassroots governance in the new era.The multi-subject collaborative governance has become the path choice to prevent and resolve the conflicts and risks at the grassroots level,and has formed rich governance practice.Based on the theory of collaborative governance,the paper constructs an analytical framework of collaborative governance in the context of grassroots conflicts and risks governance.Through the analysis of the practice in X county,H province,it summarizes the four-fold construction logic presented in the process of grassroots conflicts and risks collaborative governance:initiation logic,mobilization logic,integration logic and guarantee logic.The development orientation thoughts are given to the problems arising from the construction of the collaborative system from the perspectives of collaborative initiation,collaborative mobilization,collaborative integration and collaborative guarantee.To promote the practice development of grassroots conflicts and risks multi-subject collaborative governance,it is necessary to form the cognition of"active response"instead of"passive response",promote the combination of"leadership attention"and"mass autonomy",realize the transformation from"fighting alone"to"concerted efforts",and achieve the match between"rigid constraints"and"flexible shaping".
