摘　　要：近年来,北京“接诉即办”改革取得显著成效,逐渐形成以热线平台整合海量诉求、以市民诉求驱动城市治理、以解决诉求提升治理实效的超大城市现代治理模式。进一步全面深化城市基层治理改革,要坚持问题导向,破解周期困境和路径依赖,为基层治理减负赋能,更加注重改革实效,提高人民生活品质。通过为城市治理系统建模,找到“降低治理成本”这个关键杠杆,并从治理体量、治理单元、治理机制、治理格局四个子系统中优化调节要素变量,促进城市基层治理提质增效。操作层面,可从分类疏解海量诉求、提升街乡治理内力、突破体制机制藩篱、打造治理大格局四方面入手,促进城市基层治理降本提质增效三位一体、同向发力,将中国特色社会主义制度优势更好转化为满足人民美好生活需要的治理效能。In recent years,Beijing’s“Swift Response to Public Complaints”reform has achieved significant results,gradually forming a modern governance model for mega cities.This model integrates a hotline platform to handle massive demands,leverages citizen requests to drive urban governance,and enhances governance effectiveness through efficient resolution of issues.To further deepen urban grassroots governance reform,it is essential to maintain a problem-oriented approach,break through cyclical dilemmas and path dependence,alleviate the burden on grassroots governance,and place greater emphasis on the effectiveness of reforms to improve the quality of life for the people.By modelling the urban governance system,“reducing governance costs”emerges as a key leverage point.Optimizing variable factors within the subsystems of governance scale,governance units,governance mechanisms,and governance patterns can enhance the quality and efficiency of urban grassroots governance.Practically,efforts should focus on categorizing and streamlining extensive demands,strengthening internal governance capacity at the street-community level,breaking through institutional barriers,and establishing a broad governance framework,so as make integrated efforts in cost reduction,quality enhancement,and efficiency improvement in urban grassroots governance,ultimately better translating the advantages of the socialist system with Chinese characteristics into governance effectiveness that meets the needs of the people for a better life.
