摘  要:基层医疗卫生人才为基层医疗卫生服务最重要的资源,人才队伍是否保持稳定、人才队伍的素质及其发展前景,决定着基层医疗卫生服务的总体质量。目前漳州市基层医疗卫生人才队伍建设存在年龄、职称结构不合理,学历不高及高学历人才稀缺等问题。文章探索通过人才规划、人才引进,培训制度和职称评聘等多项改革措施相结合的方式,加强漳州市基层医疗卫生人才队伍的稳定性,提高工作人员的积极性和医疗服务水平,为更好地开展基层医疗卫生服务提供稳定的人员保障。As the most important resource of primary medical and health services,the overall quality of primary medical and health services is determined by the stability of the talent team,the quality of the talent team and its development prospects.At present,there are some problems in the construction of grass-roots medical and health personnel in Zhangzhou,such as unreasonable age and title structure,low educational background and shortage of highly educated personnel.Through a combination of reform measures such as talent planning,talent introduction,training system and professional title evaluation and recruitment,the stability of Zhang⁃zhou’s grass-roots medical and health personnel team is strengthened,the enthusiasm of work is improved and the level of medical services is improved,so as to provide stable personnel guarantee for better development of primary medical and health services.
