摘　　要：40年前,55位福建省的企业家发起了“请给我们松绑”的勇敢呼吁,为企业改革开启了新的篇章。这不仅体现了“松绑放权”的重要性,而且揭示了加速实施这一政策的迫切需求。积极推动“松绑放权”,不仅对深化“放管服”改革、推进行政体制改革、转职能、提效能,促进经济社会持续健康发展产生深远影响,也对推动政府、市场与社会之间的和谐互动,激发创新活力,实现更高效、更公平、更持续的发展,以及调动各方面积极性,加快政府职能转变,从而实现全面深化改革具有现实意义。新时代深化“松绑放权”,要优化政府组织结构,转变政府职能;理顺权力关系,保证行政权力得以下放;加强权力监管,完善监督机制。Forty years ago,55 entrepreneurs in Fujian Province launched the brave appeal of"Please Untie Us,"opening a new chapter for enterprise reform.This not only reflects the importance of"Loosening Restrictions and Delegating Power",but also reveals the urgent need to accelerate the implementation of this policy.Actively promoting"Loosening Restrictions and Delegating Power"will not only have a far-reaching impact on deepening the reform of"Streamlining Administration and Delegating Power,Improving Regulation,and Upgrading Services,"on advancing the reform of the administrative system,transferring functions and improving efficiency,and on promoting sustainable and healthy economic and social development,but also promote harmonious interaction between the government,the market,and society,stimulate innovation vitality,achieve more efficient,fairer and more sustainable development,and mobilize the enthusiasm of all parties.It is of practical significance to accelerate the transformation of government functions so as to realize the comprehensive deepening of reform.In the new era,to deepen the"Loosening of Restraints and Delegating Power,"we should optimize the organizational structure of the government and transform its functions of the government,rationalize the power relationship and ensure the decentralization of administrative power,strengthen the supervision of power,and improve the supervision mechanism.
