摘  要:为总结安全管理经验,探索一种适用于水电设施的安全管理模式,文章以太浦河泵站工程油浸式变压器轻瓦斯告警故障为例,阐述了工作原理,分析了故障可能的原因,及时提出了处置措施,最终成功排除了故障。故障排除后,运用水利安全生产风险管控“六项机制”理论,制定了预警与防范措施,以防类似事故再次发生从而造成重大风险。结果表明:查找、研判、预警、防范、处置、责任“六项机制”水电设施事前风险管控流程是一种行之有效的安全管理模式,值得推广与应用。To summarize the experience of safety management and explore a safety management model suitable for hydropower facilities,this paper takes the example of the minor gas alarm fault of the oil-immersed transformer in the Taipu River pumping station project,explains the working principle,analyzes the possible causes of the fault,proposes timely disposal measures,and finally successfully eliminates the fault.After troubleshooting,the“six mechanisms”theory of water safety production risk control was applied to develop warning and preventive measures to prevent similar accidents from happening again and causing significant risks.The results indicate that the use of the“six mechanisms”of search,analysis,warning,prevention,disposal,and responsibility in the risk control process of hydropower facilities is an effective safety management model that is worth promoting and applying.
