基层疾控中心突发公共卫生事件应急管理实践策略探究

摘　　要：基层疾控中心在突发公共卫生事件中的作用鲜明,加强基层应急管理实践能力,可明显增强突发公共卫生事件应对效果。文章旨在探究基层疾控中心在应对突发公共卫生事件时的应急管理实践策略。针对当前基层疾控中心在物资储备、监测体系、应急响应等方面存在的问题,结合《国家突发公共卫生事件应急预案》等相关标准和指南,提出健全应急管理组织机构、加强应急物资储备与调配、建立全面监测预警系统、提升应急响应速度等具体策略。研究与实践证明,这些策略确实有利于提升基层疾控中心的应急管理能力与效率,为公众健康与安全提供坚实保障,并为后续相关标准的制订提供借鉴内容。This article proposes specific response strategies for the problems existing in material reserves,monitoring systems,emergency response capabilities,emergency management systems,and work processes of grassroots disease control centers,including improving emergency management organizational structures,enhancing basic support for emergency management,establishing a comprehensive monitoring system,improving emergency response speed,improving emergency management systems,and optimizing emergency management work processes.This article aims to enhance the ability and efficiency of grassroots disease control centers to respond to public health emergencies through the research and practice of these strategies,and provide strong support for ensuring public health and safety.
