新公共服务理论视角下攀枝花市生育支持措施优化研究——以紫荆山社区为例

摘　　要：中国人口发展形势正在发生深刻变化,生育支持措施既关乎民生,更关乎国家发展。从新公共服务理论出发,采用问卷调查法和访谈法,对攀枝花市紫荆山社区生育服务现状及其效用进行分析得出,影响攀枝花市紫荆山社区生育支持效果的因素主要为经济与教育因素。因此,应将新公共服务理论应用于攀枝花市公共服务供给领域,建立全局性的生育支持制度,完善多元协同的生育支持体系,树立以人为本的公共服务思想,以期不断提升攀枝花市生育支持措施效用,适应攀枝花市人口发展需要。The situation of China’s population development is undergoing profound changes.Fertility support measures are related to people’s livelihood,but also to national development.Starting from the theory of new public services,this study analyzed the current status and effectiveness of fertility services in Zijingshan Community,Panzhihua,using questionnaire survey and interview methods.It was found that the main factors affecting the effectiveness of fertility support in Zijingshan Community are economic and educational factors.Therefore,the new public service theory should be applied to the field of public service supply in Panzhihua,establishing a global fertility support system,improving a diversified and collaborative fertility support system,establishing a people-oriented public service concept,and continuously improving the effectiveness of fertility support measures in Panzhihua to meet the needs of population development in Panzhihua.
