新人力资本视角下的贫困资助对儿童健康的影响研究——基于CEPS数据的实证分析

摘　　要：基础教育领域的贫困资助是我国教育精准扶贫的重要战略举措。本文基于新人力资本视角,利用中国教育追踪调查(CEPS)两期数据,采用倾向得分匹配的固定效应模型,实证检验贫困资助对儿童健康的影响。研究发现:贫困资助能够显著提升儿童健康水平,具体表现在对儿童身体健康水平和心理健康水平的提升上。采用不同的方法进行检验,结果仍然具有稳健性。进一步分析发现医疗保险(新农合)在贫困资助与儿童身体健康之间起到中介作用;兴趣爱好在贫困资助与儿童心理健康之间起到中介作用。贫困资助对儿童健康的影响中存在亲子沟通状况以及留守状况异质性。研究表明:贫困资助作为一项教育精准扶贫措施产生了良好的实质绩效。本研究结论为进一步完善基础教育领域的贫困资助提供经验证据。Poverty assistance in the field of basic education represents a crucial strategic measure for targeted poverty alleviation through education in China.This paper empirically examines the impact of poverty assistance on children’s health based the data of two waves of China Education Panel Survey(CEPS)by fixed-effects model with propensity score matching from perspective of new human capital.The findings reveal that poverty assistance significantly enhances children’s health levels of both physical and mental health.The results remain robust when different matching methods are applied for verification.Further analysis indicates that medical insurance(specifically the New Rural Cooperative Medical Scheme)mediates the improvement effect of poverty assistance on children’s physical health,while hobbies and interests mediate the effect of poverty assistance on children’s mental health.Heterogeneity analysis shows that the effects of poverty assistance on children’health is affected by the status of parent-child communication and the experience of being left-behind.The poverty assistance has yielded favorable substantive outcomes and the findings can be an empirical evidence for further improving poverty assistance in the field of basic education.
