摘　　要：[目的]结合济南市知识产权保护中心专利导航服务工作实践,探讨总结以专利信息助力支撑产业创新发展的“真导航、导真航和导航真”特色服务新模式。[方法]基于济南市知识产权保护中心专利导航服务地方政府管理、产业支撑和企业创新等层面,从导航项目的需求引领、项目实施管理和导航成果推广应用等方面展开分析,剖析专利导航服务实践过程中存在的问题。[结果]导航项目脱离实际需求,选题过于宽泛,建议对策内容空乏笼统难以落地实施;导航成果流于形式,只关注导航报告产出而忽视后续成果推广应用成效,导航产出效能不高,出现“假导航、导假航和导航假”现象。[结论]发挥专利导航支撑创新发展重要作用,以需求引领,抓好项目实施全过程管理,突出应用实效,确保导航工作“做真做实做深”;做好专利导航人才培养,更好地服务地方科技创新和产业发展。[Purposes]This article elaborates on the practice of patent navigation services provided by the Jinan Intellectual Property Protection Center,and explores and summarizes the new model of"true navi-gation"characteristic services that support industrial development with patent information.[Methods]From the perspective of Jinan Intellectual Property Protection Center’s patent navigation services,ser-vices for local government management,industrial support and enterprise innovation,this paper conducts analysis on demand leadership,project implementation management,and promotion of navigation achievements in navigation projects and analyzes the problems in the practical process of patent naviga-tion services.[Findings]The navigation project is detached from actual needs,the topic selection is too broad,and the suggested countermeasures are vague and difficult to implement.Navigation achievements are mere formality,only focusing on navigation reports and neglecting the effectiveness of product promo-tion and application.Patent navigation produces low efficiency,leading to the phenomenon of“fake navi-gation”.[Conclusions]It is needed to give full play to the important role of patent navigation in support-ing innovation and development,drive the development by demand,do a good job in the whole process management of project implementation,highlight the practical effect of application,and ensure that the navigation work is“real,practical and deep”;and recommendations are made to do well in patent navi-gation personnel training,so as to better serve local scientific and technological innovation and industrial development.
