摘　　要：目的:通过建立一套科学性强、导向性强、操作性强的三级公立医院科研人才评价指标体系,为医院更好地筛选和培养人才提供工具,促进医院科技创新发展。方法:采用文献调研法和政策分析法,拟定候选评价指标清单。采用两轮德尔菲法,建立指标体系。采用层次分析法,确定指标权重。结果:构建包含3个一级指标,10个二级指标的科研人才评价指标体系,确立各级指标权重。评价结果作为反映科研能力的客观指标,应用于人才引进、人才培养、竞争性项目申报等场景。结论:科研人才评价是提升医院科技创新能力的重要抓手,评价指标体系可为科研人才评价与管理提供量化工具,可结合应用情况不断进行优化和完善。Objective To establish a set of scientific,guiding and operational evaluation index system for scientific research talents in tertiary public hospitals,provide effective tools for hospitals to better screen and train talents,and promote the scientific and technological innovation.Methods A list of candidate evaluation indicators was developed by using literature research and poli-cy analysis.The index system was established by using two rounds of Delphi method.And the analytic hierarchy process was used to determine the index weight.Results The evaluation index system of scientific research talents was established,including 3 first-level indicators and 10 second-level indicators,and the weights of indicators at all levels were established,which can be used as an objective index reflecting the scientific research ability,and applied to the scenes of talent introduction,talent training competitive project declaration and so on.Conclusion The evaluation of scientific research talents is an important starting point to improve the scientific and technological innovation ability of hospitals.The evaluation index system can provide quantitative tools for the evaluation and management of scientific research talents,which can be continuously optimized and improved in combination with the application situation.
