摘　　要：高校地方研究院在建设和发展过程中高度重视社会资源的整合,基于“政、产、学、研、金、服、用”全方位要素科创服务矩阵,加快打造以“产”“研”“金”“服”“用”资源为核心的社会资源生态圈,并开展了实践探索,取得了一定成绩,但也存在问题和难点。本文分析了高校地方研究院建设与发展过程中涉及的社会资源及其作用机制,梳理了整合社会资源赋能科技成果产业化的成效与经验,剖析了当前社会资源整合的问题和难点,并以问题导向、目标导向提出了加速社会资源整合的具体举措,以期为高校地方研究院打造更高质量、更可持续的社会资源生态圈,提升科技成果转移转化成效提供助力。In the construction and development process of the university-local government joint institutes,great emphasis has been placed on the integration of social resources.Based on a comprehensive matrix of innovation services that incorporates"government,industry,academia,research,finance,services,and application"elements,they have been accelerated to create a social resource ecosystem centered around the core resources of"industry""research""finance""services"and"application"While practical exploration has led to certain achievements,challenges and issues remain.This paper analyzes the social resources involved in the construction and development process of the university-local government joint institutes and their operational mechanisms,sorts out the effectiveness and experience of integrating social resources to empower the industrialization of scientific and technological achievements,and examines the current problems and difficulties in social resource integration.With a problem-and goal-oriented approach,specific measures are proposed to accelerate the integration of social resources in order to provide assistance for the university-local government joint institutes to build a higher quality and more sustainable social resource ecosystem and to enhance the effectiveness of transferring and commercializing scientific and technological results.
