摘  要:全面实施国家大数据战略是推动经济高质量发展的重要举措。通过分析2011—2021年中国276个地级市的数据,基于碳排放量增速和碳生产率增幅双重视角,采用渐进双重差分法研究国家大数据综合试验区(以下简称“大数据试验区”)政策对城市绿色转型的影响。结果表明,这项政策能有效驱动城市绿色转型,且通过了多项稳健性检验。此外,不同试验区在建设目标和政策效果方面差异明显,总体政策效果在城市的基建水平和生态韧性上也有很大的异质性。内在机制检验发现这项政策通过促进绿色技术创新、推动机器人的广泛应用和产业结构优化来实现城市绿色转型的目标。进一步分析发现,政府的数字关注度和城市的创新水平对该政策效果有良好的调节作用。同时这项政策总体上没有导致城市用电量显著增加,增幅趋于下降,并对提升知识产权保护和改善环境质量具有显著效果。研究结果为验证大数据试验区政策对城市绿色转型的影响以及进一步推动大数据战略、促进数字经济高质量发展提供了经验证据。The comprehensive implementation of the national big data strategy is an important initiative to promote high-quality development.This paper analyzes the data of 276 prefecture-level cities in China from 2011 to 2021,and adopts the asymptotic difference-in-difference method to study the impact of the National Big Data Comprehensive Pilot Zone(hereinafter referred to as the“Big Data Pilot Zone”)policy on the green transformation of cities based on the dual perspectives of the growth rate of carbon emissions and the growth rate of carbon productivity.The results show that the policy can effectively drive the green transformation of cities and passes several robustness tests.In addition,there are significant differences in construction goals and policy effects across pilot zones,and the overall policy effects are highly heterogeneous in terms of the level of infrastructure and ecological resilience of cities.The intrinsic mechanism test finds that the policy achieves the goal of urban green transformation by promoting green technological innovation,facilitating the widespread use of robots,and optimizing the industry in all aspects.Further analysis reveals that the government’s digital focus and the city’s innovation level have a good moderating effect on the policy’s effectiveness,while the policy also has a significant effect on reducing the increase in the city’s electricity consumption,enhancing intellectual property protection,and improving environmental quality.This paper provides important empirical evidence to validate the impact of the Big Data Pilot Zone policy on the city’s green transformation as well as to further promote the Big Data strategy and the high-quality development of the digital economy.
