摘 要:虽然我国加快能源绿色低碳转型取得了积极成效,但受可再生能源电力随机性、波动性影响,煤电仍将在一定时期内发挥能源安全兜底保障作用。本文立足于“双碳”目标下煤电稳定发展的国家战略需求、煤电低碳化高质量发展的国家政策需求,深入分析“双碳”目标下煤电低碳化高质量发展在宽负荷节能、环保绿色运行、灵活性运行、稳定安全性、智能化水平等5个方面面临的挑战。在此基础上,提出创新提效技术、提升能效水平,加强协同控制、稳定超低排放,研发调峰技术、加强规划引导,立足煤电实际、加快“三改联动”,聚焦数字煤电、集成智能管控等“双碳”目标下煤电低碳化高质量发展的系统性政策建议。Although China has achieved positive results in accelerating the green and low-carbon energy transformation,coal power will still play a role in guaranteeing energy security in a certain period of time due to the randomness and volatility of renewable energy power.Based on the national strategic demand for the stable development of coal power under the"dual carbon"target and the national policy demand for the low-carbon and high-quality development of coal power,the paper deeply analyzes the five challenges faced in the low-carbon and high-quality development of coal power,such as wide-load energy saving,green operation for environmental protection,flexible operation,stable safety,and intelligent level.On this basis,corresponding systematic policy suggestions are proposed for low-carbon and high-quality development of coal power under the"dual carbon"target,such as innovating efficient technology and improving energy efficiency level,strengthening coordinated control and stabilizing ultra-low emissions,developing peak regulation technology and strengthening plan guidance,basing on the actual situation of coal power and accelerating the"three reforms linkage",focusing on digital coal power and integrating intelligent management and control.
