摘　　要：森林经营方案是森林经营主体为了科学、合理、有序地经营森林,充分发挥森林的生态、经济和社会效益,根据国民经济和社会发展要求,依据林业法律法规政策、森林资源状况及其社会经济状况等编制的森林资源培育、保护和利用的中长期规划。本文以杭州市余杭区南山林场为例,以余杭区和拱墅区最新的森林资源管理“一张图”(2019)为基础数据,通过总结上一轮森林经营方案实施成效,分析南山林场新一期森林经营的内外部条件及存在问题,对森林经营状况进行分析与评价,按照现代国有林场建设经营管理的有关政策和技术要求,结合林场实际情况,科学制定适合南山林场森林可持续经营的模式。Forest management plans are medium and long-term plans for the cultivation,protection,and utilization of forest resources formulated by forest management entities to scientifically,rationally,and orderly manage forests,fully exert the ecological,economic,and social benefits of forests,in accordance with the requirements of national economic and social development,forestry laws,regulations,policies,forest resource conditions,and their socio-economic status.Taking Nanshan Forest Farm in Yuhang District,Hangzhou City as an example,and based on the latest“One Map”of forest resource management(2019)in Yuhang and Gongshu districts,this paper summarized the implementation effects of the previous forest management plan,analyzed the internal and external conditions and issues of the new forest management phase at Nanshan Forest Farm,evaluated the state of forest management,and scientifically formulated a sustainable forest management model suitable for Nanshan Forest Farm in accordance with relevant policies and technical requirements for the construction and management of modern state-owned forest farms,combined with the actual situation of the forest farm.
