基于演化博弈的智慧养老数据资源协同治理研究

摘　　要：协同治理是发挥养老数据资源价值、推动智慧养老深入发展的关键途径。为促进养老服务生态系统中数据的共建与共享,提升智慧养老领域数据要素深度融合程度,释放数据资源潜在价值,构建了就医这一高频服务场景下由养老机构、医疗机构、政府三类主体所构成的演化博弈模型,系统推演三方在博弈过程中的策略选择及其均衡点的稳定性,并进行了数值模拟分析。结果表明,主体的初始参与概率、政府激励和数据资源势差会正向影响数据共享生态系统演化,而数据共享建设成本、政府惩罚会延缓或抑制数据共享生态系统演化。为了更好地进行数据共享,各类主体应发挥主观能动性,从整个社会的角度共同构建良好的数据资源协同治理环境。Collaborative governance is an effective medium to leverage the value of senior care data resources and promote the in-depth development of smart senior care.In order to promote the deep integration of data elements in the field of smart senior care,release the potential value of data resources,and leverage the data co-construction and sharing of smart senior care service ecosystem,based on evolutionary game theory,this paper establishes a tripartite evolutionary game model composed of senior care institutions,medical institutions and government departments,and studies the strategy selection between multi-agent games,elaborates on the equilibrium stability of the model in different scenarios,and conducts numerical simulation analysis.The results indicate that the initial participation probability of the subjects,government incentives,and data resource potential will have positive impacts on the evolution of the data sharing ecosystem,while the construction cost of data sharing and government penalties will delay or inhibit the evolution of the data sharing ecosystem.In the future,various subjects need to exert their subjective initiative and build a good environment for collaborative governance of data resources from the perspective of the whole society.
