摘 要:在“双碳”目标下客观分析京津冀风电产业协同水平及其障碍因素,对于优化三地能源结构和经济低碳化转型具有重要作用。基于2011~2020年京津冀风电产业三个城市面板数据,构建风电产业协同评价指标体系,运用复合系统协同度模型测度京津冀风电产业协同度值,并借助障碍度模型揭示了三地风电产业协同发展中的主要障碍因素。结果显示:1)京津冀内部城市风电产业协同度值存在明显的差异,由大到小依次为河北、天津、北京,且三地都处于极低效协同状态;2)京津冀风电产业子系统有序度值均呈不规律性变化;3)制约京津冀风电产业协同水平提升的主要障碍因素存在异同。最后,文中针对性提出提升建议。An objective analysis of the synergy level of Beijing Tianjin Hebei wind power industry and its obstacles under the "dual carbon" goal plays an important role in optimizing the energy structure of the three regions and the low-carbon transformation of the economy.Based on the panel data of the three cities of Beijing Tianjin Hebei wind power industry from 2011 to 2020,this paper builds an evaluation index system of wind power industry collaboration,measures the value of Beijing Tianjin Hebei wind power industry collaboration using the composite system collaboration model,and reveals the main obstacles in the coordinated development of the three wind power industries with the help of the obstacle model.The results show that:1) There are obvious differences in the value of urban wind power industry synergy in Beijing,Tianjin and Hebei,which are taken as Hebei,Tianjin and Beijing from large to small,and the three cities are in a very low efficiency synergy state;2) The order values of the wind power industry subsystems in Beijing Tianjin Hebei are changing irregularly;3) There are similarities and differences in the main obstacles restricting the improvement of the synergy level of the Beijing Tianjin Hebei wind power industry.Finally,this paper proposes a targeted path to enhance collaborative development.
