以毒资扩线创建毒品犯罪“双向”侦查模式研究

摘　　要：目前,涉毒洗钱犯罪案件办理数及查处的毒资与毒品犯罪规模不相匹配,这表明大量毒资未收缴,造成毒品犯罪在一定程度上存在再生能力。要彻底铲除毒品犯罪,不仅要严厉打击制造、贩卖、走私、运输和非法持有等犯罪行为,更要拓展毒资线索,通过清缴毒资,切断毒品犯罪的资金链,全面摧毁毒品犯罪再生能力。为此,运用结构洞理论,加强毒资在毒品犯罪侦查中的线索功能,强化毒品和毒资线索之间的关联,创新“双向”侦查模式实现数据侦查,不仅能够有效地通过毒资回溯分析,重构制毒贩毒团伙和洗钱团伙的社会关系网络,实现毒品犯罪的数据预警和精准打防,而且,通过建立可疑交易监测机制,能够提高禁毒部门实施侦查打击的主动性,加强部门之间的协同作战,进一步完善“专业+机制+大数据”的新型警务运行模式建设。Currently,the number of drug-related laundering cases and the corresponding investigation and punishment do not match the scale of drug-related crimes,which indicates that drug crime has a reproductive capability due to the large amount of unconfiscated drug money.To completely eradicate drug crimes,it is necessary not only to crack down on activities such as manufacturing,trafficking,smuggling,transportation,and illegal possession,but also to expand drug-related funds clues and cut off the financial chain by clearing up drug-related funds,thereby destroying the reproductive capacity of drug-related crimes.The application of structural hole theory makes drug money become a more effective clue in drug crime investigation,strengthen the correlation between drugs and drug money clues,and innovate the“two-way”investigation mode to realize data investigation,which can not only effectively reconstruct the social relationship network of drug making and drug trafficking gangs and money laundering gangs through drug money backtracking analysis,but also realize data early warning and accurate prevention of drug crimes.Additionally,the establishment of suspicious transaction monitoring mechanism can improve the initiative of anti-drug departments to implement investigation and strike,strengthen the coordination between departments,and further improve the construction of a new police operation model of“professional+mechanism+big data”.
