摘　　要：文章从舟山发展蓝碳经济的基础入手分析,认为发展蓝碳经济具备有利的宏观环境和微观基础,同时指出当前蓝碳经济尚处在起步阶段,无论是外部环境还是自身条件也存在诸多不利因素。为更好推进舟山蓝碳经济的发展,文章以生态资源资本化理论为支撑,从蓝碳资源—蓝碳资产—蓝碳产品—蓝碳资本的价值实现逻辑出发,结合舟山发展实际,提出如下发展建议:一是资源摸底和产权确权;二是灵活开发蓝碳基础产品和积极开发蓝碳延伸产品;三是着力打造核算体系和探索价值实现形式;四是集中示范和综合保障。This paper analyzes the basis of developing blue carbon economy in Zhoushan,and points out that the development of blue carbon economy has favorable macro environment and micro foundation.At the same time,it points out that the current blue carbon economy is still in its initial stage,and there are many unfavorable factors in both external environment and its own conditions.In order to better promote the development of Zhoushan's blue carbon economy,this paper,supported by the theory of ecological resource capitalization,starts from the value realization logic of blue carbon resources-blue carbon assets-blue carbon products-blue carbon capital,and combines with the actual development of Zhoushan,puts forward the following development suggestions:First,resource exploration and property right confirmation;Second,the flexible development of blue carbon basic products and active development of blue carbon extension products;The third is to build accounting system and explore the form of value realization;Fourth,centralized demonstration and comprehensive guarantee.
