摘　　要：黄河流域生态保护和高质量发展战略为沿黄流域高等教育提供了重要的机遇。基于此,以黄河流域高质量发展为主线,以山东省高等教育为研究对象,系统分析了山东省高等教育发展现状,发现山东省高等教育的发展是逐年向好的,但受宏观层面和微观层面的影响,存在资源不均衡、东西部地区高等教育发展有差距、基础科研投入不足、产教融合不够紧密等问题。因此,山东省应该充分发挥省域和地域优势,强化突出黄河重大国家战略需求,实施人才培养质量提升行动;强化政府在高等教育投入中的主导作用,深化科技创新和产学研合作;开展互联互通融合发展行动,打造黄河流域高教共同体,构建沿黄流域高校协同发展、上下游利益共享、东西互济、纵横交错的教育资源补偿机制。The strategy for ecological protection and high-quality development in the Yellow River Basin provides significant opportunities for higher education along the Yellow River Basin.Based on this,this paper focuses on the high-quality development of the Yellow River Basin and takes higher education in Shandong Province as the research object.It systematically analyzes the current situation of higher education development in Shandong Province and identifies that while higher education in Shandong Province has been improving year by year,it faces challenges such as resource imbalance,regional disparities in higher education development between eastern and western regions,insufficient investment in basic scientific research,and insufficient integration of industry and academia.Therefore,Shandong Province should fully leverage its provincial and regional advantages,strengthen its response to the national strategic needs of the Yellow River,and implement actions to enhance the quality of talent cultivation.It should also strengthen the government’s leading role in higher education investment,deepen scientific and technological innovation,and promote collaboration between industry,academia,and research institutions.Additionally,efforts should be made to promote interconnected and integrated development,and establish a higher education community in the Yellow River Basin.This involves building a collaborative development mechanism among universities along the Yellow River,sharing benefits upstream and downstream,facilitating mutual support between the east and west,and establishing an education resource compensation mechanism.
