摘  要:科学合理地分析抽水蓄能电站水库影响范围内的洪水安全至关重要。首先回顾了抽水蓄能电站洪水影响评价的发展历程,然后以石台、钟祥、清江这3座不同类型抽水蓄能电站为例,探讨抽水蓄能电站洪水影响评价的特点及技术方法,通过对比不同电站在洪水影响评价中的共性和差异,分析了评价方法的适用性和有效性,并根据不同抽水蓄能工程特点总结了洪水防范措施。结果表明:随着相关法律法规的完善和技术标准的统一,抽水蓄能电站洪水影响评价不仅关注项目本身的防洪安全,还更加注重综合性和系统性,强调对周边环境影响的全面评估。抽水蓄能电站洪水影响评价技术方法主要包括水库洪水调节计算、水库泥沙淤积分析计算、壅水分析计算等。抽水蓄能电站洪水影响评价共性体现在评价范围和内容上,主要包括水库调节计算、回水影响分析和下游河道影响评估等;差异则体现在各电站的工程特征、地理位置、水文特征等方面。抽水蓄能电站工程新建水库采取洪水防范措施需考虑防洪保护对象和下游生态用水需求等;利用已建水库的抽水蓄能电站洪水防范措施需充分考虑抽水蓄能电站运行对已建水库工程和库周可能新增的洪水影响。It is crucial to analyze the flood safety within the impact range of pumped storage power station reservoirs.We first reviewed the development history of flood impact assessments for pumped storage power stations.Then,taking the flood impact assessments of three different types of pumped storage power stations,namely Shitai,Zhongxiang and Qingjiang as examples,we explored the characteristics and technical methods of flood impact assessments for pumped storage power stations.By comparing the commonalities and differences among different power stations in flood impact assessments,the applicability and validity of the assessment methods were analyzed,and flood prevention measures were summarized according to the characteristics of different pumped storage projects.The results showed that with the improvement of relevant laws and regulations and the unification of technical standards,the flood impact assessments for pumped storage power stations not only focued on the flood prevention safety of the projects themselves,but also placed greater emphasis on comprehensiveness and systematicness,highlighted a comprehensive evaluation of the impact on the surrounding environment.The technical methods of flood impact assessments for pumped storage power stations mainly include reservoir flood regulation calculations,reservoir sediment deposition analysis and calculations,and backwater analysis calculations.The commonalities of flood impact assessments for pumped storage power stations were reflected in the assessment scope and content,mainly including reservoir regulation calculations,backwater impact analyses,and downstream river impact evaluations.The differences were reflected in aspects such as the engineering characteristics,geographical locations,and hydrological characteristics of each power station.For new construction reservoirs of pumped storage power station projects,when taking preventive measures,flood protection objects,downstream ecological water demand requirements and other conditions need to be considered.F
