摘　　要：失地农民作为一个特殊群体,其养老保障权益越来越受到重视和保护。但是,受制于地区经济社会发展水平以及不同行业之间政策影响,失地农民养老保障待遇存在较大差异。为研究不同行业之间失地农民的养老保障问题,以四川省水利水电、交通等行业建设经验为背景,采用对比研究方法,从政策背景、适用对象、资金筹措来源、待遇发放标准以及制度模式等方面寻找具体差异,为水利水电建设征地移民安置方式的创新研究和移民高质量发展提供参考。Lost-land peasant as a special group,the endowment insurance is paid more and more attention and protection.However,due to the level of regional economic and social development and policies between different industries,there are great differences between different industries for lost-land peasant endowment insurance.In order to study the differences,we combined with the rich practical experience of land requisition and resettlement for water conservancy and hydropower construction in Sichuan Province,adopted a comparative method to analyze and study the causes from the aspects of policy background,object,source,treatment standard and system model.The research results can provide a reference for the innovative research on the resettlement of land expropriated for water conservancy and hydropower construction and the high-quality live development of migrants.
