摘　　要：随着越来越多中国石油公司赴海外从事石油和天然气的勘探和生产投资。钻完修井作为其中风险较高的作业,如何在海外条件下,实现油公司对钻完修井承包商HSSE的有效管理,从而实现公司的高质量发展和树立良好中资企业的国际形象。文章以某中资企业在伊拉克十多年来在对钻完修井承包商HSSE管理经验的基础上,从合同HSSE要求和桥接文件,外租承包商井队管理、风险较大的井控管理、健康安全管理、社会公共安全管理五个方面,介绍了海外油公司对钻完修井承包商HSSE管理常存在的问题,并给出了应对之策,为海外同类项目的HSSE管理提供借鉴。As more Chinese oil companies invest in overseas oil and gas exploration and production,the drilling and completion of wells,being high-risk operations,necessitate effective HSSE(health,safety,security,and environmental)management of contractors by oil companies under foreign conditions.This ensures the high-quality development of the company and establishes a positive international image for Chinese enterprises.Based on the ten-plus years of experience of a Chinese enterprise in Iraq regarding the HSSE management of drilling and completion contractors,this paper discusses common issues in HSSE management through five aspects:contract HSSE requirements and bridging documents,management of leased contractor rigs,high-risk well control management,health and safety management,and social public safety management.It also provides strategies to address these issues,offering insights for HSSE management in similar overseas projects.
