摘　　要：科学的宏观调控、有效的政府治理是发挥社会主义市场经济体制优势的内在要求。更好发挥地方政府作用,前提是精准识别地方政府行为逻辑,这也是健全地方政府治理激励机制的关键。本文聚焦中国2008~2019年期间市级政府的撤县设区行为,尝试通过呈现从目标到行动的完整逻辑链条,建立一个地方政府行为逻辑的识别策略,以验证市级政府撤县设区追求土地出让收入的行为逻辑。实证结果证实,市级政府为了扩大土地出让收入,通过撤县设区这种行政区划调整实现撤并县的管理权集中,在此基础上利用其城市发展规划权,对建设用地指标实施空间再配置,将更多建设用地指标配置到土地溢价更高的中心城区用于商住开发。同时,其通过推动空间一体化基础设施建设,强化了中心城区和外围城区(撤并县)房地产价格的联动。本文基于市级政府撤县设区行为逻辑的研究丰富了行为经济学的应用场景,拓宽了财政管理权集中理论的研究边界,为健全地方政府改革激励机制提供新思路。Scientific macroeconomic regulation and effective government governance are inherent requirements for leveraging the advan⁃tages of the socialist market economy system.To maximize the effectiveness of local governments,it is essential to accurately identify the behavioral logic underlying their actions,which is also vital for enhancing incentive mechanisms for local government governance.This pa⁃per focuses on the behaviors of urban governments implementing City-County Mergers,from 2008-2019,aiming to establish a comprehen⁃sive evidence chain that traces the behavioral logic from the objectives to the processes of local governance.The empirical results confirm that city-level governments aim to expand land sale revenue by centralizing the administrative authority of merged-counties through the ad⁃ministrative division adjustment such as City-County Mergers.Based on this,urban governments implement spatial reallocation of construc⁃tion land indicators,directing more of these indicators towards commercial development in central downtown.At the same time,by promot⁃ing the construction of spatially integrated infrastructure,it has strengthened the linkage of real estate prices between the central urban ar⁃ea and the peripheral urban area.This paper enriches the application of behavioral economics,expands the research scope of the theory of concentration of fiscal management power,and provides new ideas for enhancing the incentive mechanisms for local government reform.
