摘　　要：作为党的全部工作和战斗力的基础,基层党组织在应对洪涝灾害等急难险重的任务时,发挥着极其重要的作用。在历次防汛抢险救灾中,尤其在河北“23·7”特大洪水中廊坊基层党组织有效发挥了战斗堡垒作用。为了更好地提升应急能力,本文从灾前的制度建设与教育培训、灾中的宣传动员与组织救灾和灾后的恢复重建等多个方面探索提升廊坊基层党组织洪涝灾害应急能力的现实路径,为实现“平安廊坊”保驾护航。As the foundation of all the work and combat effectiveness of the party,grassroots party organizations play an extremely important role in responding to urgent,difficult,and dangerous tasks such as floods and other disasters.In previous flood prevention,rescue and disaster relief efforts,especially in the"23.7"catastrophic flood in Hebei,the grassroots party organizations in Langfang have effectively played a role as a fighting fortress.In order to better enhance emergency response capabilities and provide security for the realization of"Safe Langfang",this article explores the practical path to enhance the emergency response capabilities of grassroots party organizations in Langfang for flood disasters from multiple aspects,including pre disaster institutional construction,education and training,promotion and mobilization,organization of disaster relief during disasters,and post disaster recovery and reconstruction.
