摘　　要：灾害乃人类大敌,有效防治灾害对于国家安定、社会安宁和人民安康具有重要意义。毛泽东从特殊的历史条件出发,在领导我国防灾减灾救灾工作中,提出了许多积极有效的灾害防治措施,积累了应对和管理灾害的基本经验,逐渐形成了丰富科学的灾害防治思想,这不仅在当时的防灾减灾救灾实践中发挥了不可替代的作用,而且也为新时代新征程上如何确保灾害防治工作卓有成效提供了借鉴。Disasters are the great enemies of humanity,and effective prevention and control of disasters are of great significance for national stability,social peace,and people's well-being.Mao Zedong,starting from special historical conditions,proposed many positive and effective disaster prevention and control measures in leading China's disaster prevention,reduction,and relief work,accumulated basic experience in responding to and managing disasters,and gradually formed a rich and scientific disaster prevention and control thought.This not only played an irreplaceable role in the practice of disaster prevention,reduction,and relief at that time,but also provided reference for how to ensure the effective disaster prevention and control in the new era and new journey.
