摘　　要：港口国际中转服务能力是全球经济共同体发展进程中影响港口综合实力的关键因素。通过分析影响国际中转港口竞争能力的相关因素,分别从周边环境竞争能力、自身作业能力以及人为管理水平三方面建立国际中转港口竞争能力评价指标体系。而后提出采用熵权法—层次分析法综合赋权的逼近理想解排序模型分别对厦门港、上海港、高雄港的竞争能力进行分析评估,结合综合权重以及排序结果总结三个港口的发展优劣势。结果表明所构建模型对国际中转港口竞争能力评价的准确性较高,可行性强。同时,根据模型计算结果对指标综合权重进行排序得到港口全天候作业成本、港口管理与服务能力、港口经营运营能力以及港口智能化发展水平的重要性等级更高。Port international transit service capability is a key factor to improve the comprehensive strength of ports in the process of the development of the global economic community.By analyzing the relevant factors affecting the competitiveness of international transit port,this paper establishes the evaluation index of international transit port competitiveness from the surrounding environment,self-development and human operation.Taking Xiamen Port,Shanghai Port and Kaohsiung Port as research objects,and proposes a TOPSIS hybrid model based on EW-AHP to obtain comprehensive weight results,summarizes the advantages and disadvantages of international transit port by combining weight and ranking results.The results show that,the model has high accuracy and feasibility for the evaluation of the port's international transit capability.According to the calculation results of the model to sort the weights of the indicators,and the port's all-weather operation cost,management and service capability,operation capability and port intelligent development degree are of higher importance than other indicators.Moreover,the application of this model establish an international transit port competitiveness evaluation system provides an important reference value for experience sharing and complementary advantages.
