摘 要:比较完善的党内法规体系已经形成,党内法规制度建设的工作重心逐渐由静态的文本建设转向动态的应用建设,提升党内法规执行力被摆在更加突出的位置。党内法规的执行属于党内自治的范畴。提升党内法规执行力,对于维护党内法规权威、实现依规治党、推进法治中国建设具有重要的理论意义和实践价值。当前,党内法规的执行仍面临懈怠执行、执行不能、机械执行、选择执行等现实挑战。提升党内法规执行力,应从强化执行主体本领、提高党内法规质量、夯实执行资源保障、明确监督问责导向等方面精准发力。A relatively comprehensive system of intra-Party regulations has been formed,and the focus of the construction of intra-Party regulations has gradually shifted from static“text construction”to dynamic“application construction”,with the improvement of the enforcement of intra-Party regulations placed in a more prominent position.The enforcement of intra-Party regulations,which falls within the category of“intra-Party autonomy”,is essentially a post-facto act of relief.Improving the enforcement of intra-Party regulations is of important theoretical significance and practical value for maintaining the authority of intra-Party regulations,realizing Party governance according to regulations,and promoting the construction of the rule of law in China.Currently,the enforcement of intra-Party regulations is still facing practical challenges such as slack execution,inability to execute,mechanical execution,and selective execution.To improve the enforcement of intra-Party regulations,precise efforts should be made in strengthening the ability of enforcement entities,improving the quality of intra-Party regulations,consolidating the guarantee of enforcement resources,and clarifying the orientation of supervision and accountability.
