摘 要:为提高出让宗地成交量,在原有供应计划接受用地申请的方式下,进一步完善预公告出让模式、探索出让流程再造至关重要。基于此,本文结合当前国有土地使用权供应市场现状,从预公告的基本定义、应用及步骤、关键点、应用效果和存在的问题等方面,阐述实施预公告对实现国有土地使用权精准出让、提高供地率、降低流拍率、规避批而未供土地等方面产生的促进作用。It is crucial to further improve the pre announcement transfer mode and explore the reconstruction of the transfer process in order to increase the transaction volume of land parcels,while accepting land applications in the original supply plan.Based on this,this article combines the current situation of the supply market of state-owned land use rights,and elaborates on the promotion effect of implementing pre announcement on achieving precise transfer of state-owned land use rights,improving land supply rate,reducing unsold rate,and avoiding the production of land that has been approved but not yet supplied,from the basic definition,application and steps,key points,application effects,and problems of pre announcement.
