摘　　要：在国家治理现代化背景下,国土空间规划编制、实施与行政管理的衔接一直是治理效能提升的症结所在。基于“行政—空间”双尺度角度,分析各自体系形成脉络及内在逻辑,研究发现:国土空间治理的症结在于二者之间缺乏统筹。在国土空间规划体系改革的总体要求下,需要配置面向基层行政管理的规划事权层级框架,以行政层级协调一致、空间范围拟合的“详规单元”形式,确立“双尺度”耦合的空间治理机制,解决规划传导、实施管控、社会管理三者在治理主体和空间范畴上的矛盾,通过上下通达的国土空间治理单元体系变革,提升空间治理实施效能和水平。Under the background of the modernization of national governance,the connection between the compilation,implementation and administrative management of territorial and spatial planning has always been the crux of improving governance efficiency.This paper mainly analyzes the formation context and internal logic of each system from the perspective of"administration-space"double scales.The research finds that the crux of territorial and spatial governance lies in the lack of overall planning between the two.Under the overall requirements of the reform of the territorial and spatial planning system,it is necessary to configure the hierarchical framework of planning power for grassroots administrative management in the form of"master plan unit"with coordinated administrative levels and fitted spatial scopes,and establish a"double-scale"coupled spatial governance mechanism to solve the contradictions of the three aspects of planning transmission,implementation control and social management in governance subjects and spatial scopes.Through the transformation of the up-and-down accessible territorial and spatial governance unit system,the implementation efficiency and level of spatial governance can be improved.
