面向平灾结合的大城市郊区综合服务中心辐射范围研究——以北京门头沟区斋堂镇为例

摘　　要：以“23.7”特大洪水中遭受严重损失的京西深山区为背景,探讨了灾后重建规划中确定的综合服务中心门头沟区斋堂镇的辐射范围问题。依据斋堂镇未来的三个职能定位——公共服务中心、旅游服务中心和应急救援中心,分析不同职能下辐射范围的影响因素并建立了基于地理相似性和空间连通性的判别方法。一是基于地貌单元完整性、交通通达性、经济联系强度、行政区划归属及文化旅游资源连带性等5项指标的分析,确定公共服务的辐射范围;二是进行西山永定河与长城文化带上各个景区分布及游客来源地、出行距离、停留时长的调查,确定旅游文化服务的空间阈值,并由此判定旅游文化辐射范围;三是构建由周边乡镇与应急救援中心网络,并以提高道路网络冗余度为目标,进行多阶近邻中心救援效率评估,综合判定应急救援服务辐射范围。研究结果表明:斋堂镇的公共服务辐射范围为门头沟区深山三镇(即斋堂镇、清水镇、雁翅镇),旅游文化辐射范围为斋堂镇、清水镇和王平镇的各景区,而应急救援服务的范围延伸至清水镇、雁翅镇以及河北省的孙庄子乡、谢家堡乡和九龙镇。该研究为京郊深山区灾后重建规划中各类服务设施配置提供了理论支撑,提出了针对深山区高度空间异质性地区中心城镇辐射范围界定的模型和方法,具有较高的可复制性和可推广性。With the background of the deep mountainous area in western Beijing, which suffered serious losses in the “23.7” flood, the issue of the radiation range of Zaitang Town in Mentougou District, a comprehensive service center identified in the post-disaster reconstruction plan, is discussed. Based on the three future functions of Zhaitang Town--public service center, tourism service center and emergency rescue center, we analyze the influencing factors of the radiation range of different functions and establish a discriminative method based on geographic similarity and spatial connectivity. First, based on the analysis of five indicators, including the integrity of geomorphological units, transportation accessibility, economic connection intensity, administrative division affiliation and cultural and tourism resources connectivity, the radiation range of public services is determined;second, the distribution of scenic spots on the cultural belt of Yongding River and the Great Wall in the Xishan Mountains and the survey on the origin of tourists, travel distance, and length of stay are carried out to determine the spatial threshold of the tourism and culture services, and the spatial range of the radiation of the tourism and culture services is determined;third, the spatial threshold of the tourism and culture services is constructed from the neighboring townships. The third is to construct a network of neighboring townships and emergency rescue centers, and with the goal of improving the redundancy of the road network, to evaluate the rescue efficiency of multi-order neighboring centers, and to comprehensively determine the radiation range of emergency rescue services. The results of the study show that the public service radiation range of Zhaitang Town is the three deep mountain towns in Mentougou District(i.e., Zhaitang Town, Qingshui Town, and Yanding Town), and the tourism and culture radiation range is the scenic spots in Zhaitang Town, Qingshui Town, and Wangping Town, whereas the range of the emergency r
